Description and Requirements

The Contracts and Billing Clerk (CBC) works closely with the Statistics Collaborative (StatCollab) contracts and finance departments, including the Director of Operations (DO) and the Chief Financial Officer (CFO), to assist with the management of the company’s contracts with clients; the successful translation of those contracts into StatCollab’s project accounting databases; and the accurate and timely invoicing of those project accounts according to the terms of the contract. The CBC must have strong organizational skills with a high degree of attention to detail, the ability to solve problems independently; and a professional rapport with clients.

Essential Duties/Responsibilities:

  • Help maintain contractual databases, including ensuring proper filing and recording of signed contracts on servers, with corporate legal department, and within FileMaker database.
  • Maintain project accounting financial database, including translating and entering contract, budget, and billing data into the financial database.
  • Runs weekly reports and database queries in StatCollab’s contracts and related financial databases
  • Works cooperatively with clients to provide necessary forms and confirm payment information is accurate
  • Helps maintain accounts for invoicing platforms (e.g., ARIBA) and assists with the billing process
  • Works closely with Project Managers to modify contract and budget information in project accounting database.
  • Collect unit cost billing information from the Project Managers and updates the contract and project accounting records in the financial database.
  • Investigates and resolves invoice submission or rejection issues
  • Keeps staff abreast of contract changes and issues, and work aspects of the contracting process that affect billing and payment.

Education Requirements

  • B.A. or equivalent experience 

Qualification / Experience:

  • Understands how contractual instruments relate to each other
  • Understands basic accounting principles
  • Ability to discern and suggest changes in contractual budget terms and processes to meet the needs of both StatCollab and its clients
  • Excellent organizational skills
  • Ability to navigate different software systems for data entry
  • Excellent communications skills and proactive in communicating status of current tasks
  • Ability to multi-task and prioritize
  • Possesses good business judgment with respect to issue escalation
  • Proficient in Microsoft Word, Excel, with ability to come up to speed within three months with Great Plains, FileMaker, JIRA ticketing system, internal network, TEAMS, SharePoint and client contract and accounting platforms.
